Essential Duties and Responsibilities

  • Maintain payroll operations by following policies and procedures; reporting needed changes.
  • Maintain payroll information by collecting, calculating, and entering data for wage payments.
  • Maintain employee confidence and protects payroll operations by keeping information confidential.
  • Update payroll records by entering changes in exemptions, insurance coverage, and deductions.
  • Prepare and process payroll direct deposits and check payments.
  • Ability to be bonded by the College’s Insurance Agency.
  • Determine payroll liabilities by calculating employee federal and state income and social security taxes.
  • Transmit Federal and State payroll taxes.
  • Resolve payroll discrepancies by collecting and analyzing information.
  • Provide payroll and benefits information by answering questions and requests from employees.
  • Ensure the accuracy of all benefits enrollments to provide vendors with accurate eligibility information.
  • Assist employees regarding benefits claim issues and plan changes.
  • Audit timesheets accurately to ensure wages and benefits are properly distributed.
  • Accurately record and document all transactions, as directed.
  • Ensure accurate taxation and garnishment is applied to each account.
  • Balance year-end payroll records, verify totals, and mail appropriate documents to employees as required by law. (W-2s, Truth-in-Salary, etc.)
  • Manage the unemployment claims by responding promptly to inquiries from the unemployment office.
  • Create, maintain, and manage both physical and computer payroll files on all current and former employees.
  • Act as a liaison between employees and PEEHIP, Teacher’s Retirement, and other insurance and annuity companies.
  • Prepare all state and federal reports concerning payroll including, but not limited to, quarterly state and federal tax reports; FICA reports; monthly retirement reports; insurance and employee deduction reports.
  • Process all garnishments.
  • Reconcile payroll payables and submit payroll payable invoice to Accounts Payable for processing of payment to vendors.
  • Communicate with Director of Human Resources and Payroll to make necessary changes/updates to accounts.
  • Assist Director of Human Resources and Payroll in maintaining the payroll module in Banner.
  • Keep current with regard to changes in insurance, retirement, salary schedules, tax laws and reporting requirements for Federal and State governments and the Alabama Community College System.
  • Remain in compliance with all legal and institutional requirements at all times.
  • Work with the Finance Office personnel to reconcile all payroll accounts.
  • Assist the Finance Office in payroll budget planning and preparation.
  • Maintain and provide auditable payroll registers and files and assist the Finance Office with the State Examiner as needed.
  • Serve on committees.

Qualifications

  • One (1) year (32 semester hours) of postsecondary education in related coursework from a regionally accredited institution, required.
  • Minimum of an Associate Degree in Accounting, Business, or related field from a regionally accredited institution, preferred.
  • Four (4) years or more of full-time experience in payroll and/or accounting, required.
  • Experience in Banner software, preferred.
  • Must possess extensive knowledge of federal, state, local payroll laws.

SALARY: Compensation is in accordance with the Alabama Community College System’s Salary Schedule E3 ($32,966 - $59,225).
