SENIOR ENVIRONMENT SCIENTIST SUMMARY: Conducts and/or supervises environmental studies & assessments of designated sites and/or ecological resources, including wetlands, forest, streams, soils, plants, and wildlife. Leads permitting and regulatory coordination to identify, evaluate, and seek permit approval for any potential impacts to these resources in and near project sites. Monitors compliance with local, state, federal regulations during all phases of work. Conducts and/or supervises Phase I Environmental Site Assessments.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but not limited to the following:

  • Conduct site investigations, data collection, and plan reviews to determine potential project environmental impacts.
  • Analyze reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographic and geologic data to support environmental projects.
  • Conduct wetland and stream delineations and prepare reports of findings.
  • Apply procedures, laws, standards, and regulations pertaining to compliance with Section 404 of the Clean Water Act (CWA), Section 7 of the Endangered Species Act (ESA) and Section 106 of the National Historic Preservation Act (NHPA).
  • Coordinate with federal, state, and local regulatory agencies to secure any necessary concurrence/permits; and develop and maintain records to document and track compliance with permits and regulations.
  • Prepare project documents such as constraints statements, coordination letters, special provisions, etc.
  • Conduct project coordination meetings at Division, Department, State and Federal levels, as applicable.
  • Conduct meetings to present and interpret environmental impacts and related project information.
  • Prepare National Environmental Policy Act (NEPA) documents, including categorical exclusions and environmental assessments.
  • Monitor environmental compliance through the life of the project and coordinate on-site project monitoring as needed.
  • Prepare Phase I Environmental Site Assessments in accordance with current ASTM standard.
  • Determine compensatory mitigation on a project if necessary, including advising and leading efforts for permittee-responsible mitigation.
  • Use GIS to prepare maps and exhibits. Provide GIS support to Environmental team.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES: Supervisory responsibilities of 1-5 team members.

Requirements:

QUALIFICATIONS: To perform this job successfully, an individual must be able to execute each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION AND/OR EXPERIENCE: A bachelor’s degree from an accredited college or university in an environmental, biological, natural science, natural resources or related field plus five or more years’ work experience in an environmental science related occupation. Experience delineating wetlands consistent with United States Army Corps of Engineers (USACE) Wetlands Delineation Manual and familiarity with field data collection methodologies, including GPS equipment, required. Experience with Clean Water Act (CWA) permitting and Environmental Species Act (ESA) consultation processes and knowledge of related regulations including the National Environmental Policy Act (NEPA) required. Experience conducting and leading Phase I Environmental Site Assessment per ASTM standards required.

CERTIFICATES, LICENSES, REGISTRATIONS: As needed

LANGUAGE SKILLS: Ability to read and interpret common scientific and technical journals, business periodicals, technical procedures, or governmental regulations. Have excellent presentation skills. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to inquiries from groups of managers, clients, vendors, governmental agencies and the general public. Ability to clearly convey to project members what is expected from all in order to complete a successful project.


MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as monetary budgets, cost estimates, proportions, percentages, area, circumference, and volume. Ability to apply these concepts to master the task of translating fee into the resource allocation of various billing rates, producing a completed set of documents which will produce a profit for the company. Ability to work with statistical and analytical concepts.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of given variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form and convey interpretations to clients, team members, managers, governmental agencies and the general public. Ability to maintain an effective working relationship with clients and fellow project personnel.

COMPUTER SKILLS: To perform this job successfully, an individual should have a solid foundation in computer applications. A solid foundation of MS Word, MS Excel, MS PowerPoint, and Internet software is required. Proficiency in ArcGIS software is required. CAD skills are desired but not required.

OTHER QUALIFICATIONS: Must possess a valid driver’s license and be able to travel up to 25% of the time. Infrequent overnight travel will be required.
